EQUANS are recruiting for an Senior Transport Officer to be based in Grimsby DN31. This is a permanent full-time role working 37.50 hours per week. On offer is a salary of £30,550 – £35,500 per annum and benefits package.

General Overview

Equans is North East Lincolnshire Council’s long-term Regeneration Partner delivering a number of services on their behalf, including the Highways & Transport Service. This role is required to support the Transport & Traffic Manager, to ensure the effective development of highways and transport strategies and the delivery of an annual programme of traffic, transport, road safety and highway maintenance schemes. The Senior Transport Policy Officer will:

Take a leading role on the development of the Local Transport Plan strategy and associated documents to ensure compliance with national, regional, and local policy and guidance.
Administer all aspects of the development, delivery, and evaluation of the annual LTP Delivery Plan.
Manage the day-to-day activities of the LTP Programme Assistant and team of Traffic Enumerators.

The post holder will need to be articulate, enthusiastic, committed and highly organised with a proven track record in strategy development, and with leading and working within a busy team. Flexibility and the ability to respond to the changing demands of the business as well as the ability to multi-task are vital. Key Accountabilities

LTP strategy

To lead on the develop the Local Transport Plan strategy (including associated plans & strategies) in line with national, regional or local guidance.
To liaise with external contractors on matters relating to policy and strategy development.
To undertake public and stakeholder engagement relating to strategy development in line with agreed guidelines and practices.
To provide transport policy input into the development of wider strategic plans and documents.
To provide advice to Senior Managers on specialist matters relating to the LTP strategy development and programme delivery.

LTP programme development and delivery

To administer the development of the annual LTP Delivery Plan including a rolling three-year programme of schemes.
To develop and ensure the delivery of appropriately robust and auditable measures to monitor and evaluate LTP programme delivery.
To liaise with external contractors on matters relating to programme delivery.
To maintain accurate financial and performance monitoring relating to the delivery of the annual LTP Capital Programme including the completion of monthly highlight reports and financial monitoring systems.
To develop effective partnerships, networks and joint working arrangements with organisations across the wider public, private and third sectors to collaborate on delivering shared goals and projects.


To investigate and provide responses to public requests relating to the LTP strategy and programme delivery.
To develop and support bids for external funding.
To manage the day-to-day activities of the LTP Programme Assistant, a team of Traffic Enumerators and additional staff as required.
To produce reports for the Council, Cabinet, Scrutiny Panels and Portfolio Holders and attend meetings when necessary.
To ensure effective written and verbal communication is maintained and promoted at all levels.
Carry out duties in accordance with Equans policies and procedures.
Develop and maintain strong, positive working relationships with commissioners, their teams/partners and across service areas as appropriate
Be prepared to work flexibly to meet business needs.
Assist in day-to-day leadership, advice and guidance to the provider team and work within own area of responsibility.
Undertake such other duties as may be reasonably be expected at this level.

Who are we looking for?


GCSE pass at grade C or above (or equivalent) in Maths and English Language (A)
Experience of dealing effectively with members of the public and elected members (A/I)
Experience of developing strategic plans or policies. (A/I)
Strong oral and written communication skills (A/I)
Experience of managing a portfolio of projects (A/I)
Experience in using Microsoft Office, including using e-mail, Teams and electronic calendar (A/I)
Good team worker (A/I)
Customer Focus (A/I)
Experience of supervising and motivating others(A/I)
Demonstrable level of skill/knowledge/experience and appropriate level of technical skills in a highway related discipline (A/I)


Experience of carrying out public and stakeholder engagement (A/I)
Ability to prioritise their own workload and meet potentially conflicting deadlines (A/I)
Experience of mapping and web based systems (A/I)
Qualification or certification in a related discipline. (CQ)
Knowledge of highways, traffic, transport and road safety related matters (A/I)
Experience of working within a Local Authority or Partnership organisation (A/I)
